Separate from the PAPA Program, the Smalley Foundation has an ongoing School System initiative that delivers pipeline safety programs that enable school faculty, bus drivers and students to anticipate and respond to pipeline incidents. This important program by the Foundation also helps support the pipeline operator’s required public awareness and integrity management programs.

Integrity management programs focus on higher risk areas called High Consequence Areas (HCAs). Schools are considered to be an HCA. Therefore, we encourage two-way discussions between school officials and emergency response groups about the components of an HCA risk mitigation plan. When possible, we show how emergency officials may gain access to pipeline routes on the National Pipeline Mapping System for their jurisdiction through the PHMSA/OPS (www.npms.phmsa.dot.gov).
